[ Noakhali Online Group ] Bangladesh UN Peacekeeping Force



A team of 125-member Bangladesh police will join the United Nations' (UN) peace-keeping mission in Democratic Republic of Congo, a senior spokesman of Bangladesh Police told Xinhua on Sunday.

Senior Information Officer of the Bangladesh Police Headquarters AKM Kamrul Ahsan said 63 policemen of the team, led by Police Super M Aminul Islam, will leave Dhaka on Monday night to join the UN peacekeeping mission in Congo.

"The rest 62 policemen of the team will leave Dhaka on Wednesday," he added.

Ahsan said a total of 1,072 members of Bangladesh police are serving now in a number of peacekeeping missions of the UN in different countries of the world.

[ Noakhali Online Group ] Bangladesh UN Peacekeeping Force

During the past year, of the 110 countries that sent uniformed personnel to United Nations peacekeeping missions, the leading contributors were Bangladesh, India and Pakistan, which together constitute more than 40 per cent of United Nations peacekeepers (ARSG, 2007). Participation of Bangladesh Armed Forces in the Peacekeeping mission for more than a decade from Europe, Africa, Central America, Middle East, and Fareast earned not only reputation for Bangladesh but also familiarized the name and flag of the country to the world where it was not familiar at all. As on September 2007, more than 11,000 peacekeeping members from Bangladesh committed to UN Peacekeeping operations around the world, which help Bangladesh to stand in the top position in the contributing list at present. Bangladeshi peacekeepers are serving in 13 countries across the globe. There are specific HR functions associated with the UN mission, which includes the Recruitment & Selection, Training & Development through BIPSOT (Bangladesh Institute of Peace Support Operation and Training), Compensation Administration provided by both Bangladesh Government and also the United Nations. Bangladesh has achieved numerous glories in the field of UN mission; however, it has also been cursed over the years with unexpected deaths of members mainly due to accidents and wars. The future of Bangladesh UN Peacekeeping Force is indeed brilliant and it is necessary to understand what is important at this stage. Analyze the need for changes in the Armed Forces in its training and organization with its capability to suit different peacekeeping missions in different regions under different UN resolution. In the light of the aforementioned issues concerning the organizational, operational, national, and international perspectives of peacekeeping work, some ideas may be projected for a better way forward. The article would also shed light on the SWOT (Strengths Weaknesses Opportunities Threats) Analysis of the Bangladesh UN Mission abroad highlighting various HR initiatives and Challenges. Since Bangladesh will continue to provide support to the international community in peacekeeping operations for indefinite future, an updated perception to such role may help in playing the role more efficiently and effectively. The consequent part of the article will provide alternatives, recommendations and implementation strategies for enhancing the efficiency of the UN peacekeeping system as well as Bangladesh Armed Forces. The alternatives will include the establishment of policies for advancement, elimination of various barriers and continuous improvement processes of Bangladesh UN Mission such as political issues in the recruitment, upgrading the technological base of the Bangladeshi armed forces and creating a proactive approach towards staff development in order to meet UN demands from time to time.


Although Bangladesh is a shining starter in UN mission, it is still blighted with various obstacles and constraints. The recruitment and selection is sometimes politically biased, and qualified senior officers are suppressed to get a mission due to their non-affiliation with a political party. The women officers are still far away from attending UN missions, Bangladesh is still young in terms of women employment in the Defense Sector. However, the preparation of women for the missions when their turn comes remains a challenge. The linguistic and cultural barriers relates to different mission are quite significant. The repatriation process needs to be taken care of as well. The expatriate officers' family should also be given special attention, in terms of defense benefits and also maintaining the accounts of the deceased members. The technological infrastructure of the Armed Forces has to be improved in order to get a better offer in the future. Increasingly, there is a need for proactive approaches throughout the entire system of Peacekeeping Mission. In the light of above discussions and aforesaid reasons, the study should be done on this specific topic.


Participation of Bangladesh Armed Forces has been involved in UN Peacekeeping for more than a decade. We are still one of the best peacekeeping force considered by UN and have already achieved a good reputation in peacekeeping globally through UN Mission. We must continue and sustain such distinction. Bangladesh must be the best and remain in top UN peacekeeping chair to lead whole world. The key objective is to find out the various problems of the UN Mission and finding the strategic plans and HR Challenges of Bangladesh UN Peacekeeping Force for improvement in the process. This can be pointed out as under: • To determine the various problems and drawbacks of the UN Mission. • To point out the various constraints of Bangladesh Armed Forces in UN Peacekeeping Force. • To suggest and recommend on the strategic initiatives, alternatives and its implementation for better way forward that may be undertaken by the Bangladesh Armed Forces in order to enhance the efficiency of the mission, integrate continuous improvement in the process and to create a benchmark for the rest of the world to follow. • To find out the different HR Changes that might enhance the efficiency of the Peacekeeping Force. • To suggest an appropriate institutional framework for Bangladesh UN Peacekeeping Mission.


Since, Bangladesh will continue to provide support to the international community in peacekeeping operations for indefinite future, an updated perception and insight to such role may help in playing the role more effectively. This article will help finding various problems and provide alternatives, recommendations and implementation strategies for enhancing the efficiency of the process of UN Peacekeeping Mission. This article might be a role model for all UN Peacekeeping nations and would also shed light on the SWOT Analysis of the Bangladeshi UN Peacekeeping Mission. The strengths of the mission include excellent reputation, fair compensation and wide exposure and experience achieved by the officers in a Mission. The weaknesses are the political influence and biasness in selection process of the UN Mission, reactive approaches to staff development and lack of career development of the officers during UN Mission.

I hope all of you are doing well. I was following the last couple of emails on the BDR mutiny issue. There is no doubt that this was a tragic incident and I would like to mention the following points.

 

1. It is true that Army has commenced crimes from time to time. However if our politicians were honest, we would not have had all these issues. If someone needs to be hanged first, it should be our politicians not the ARMY. Today Generals are promoted on their "political beliefs not their qualities"!

2. We cry about democracy! What democracy did we have? Regardless of the reign of our political parties! I have friends in medical college who could not enrol in MS or MD because they were not the members of then current government political parties.

3. A lot of people hate RAB and their unjustified killings! In a country like ours, when the most wanted criminals get out of jail and start rampaging again! What solution do you have for them? I live in Chittagong and I know that in Fatickchari - RAB was the first to go in and kill the most wanted terrorists!

4. I have seen a lot of so called intellectuals in "Australia" and "USA" who have the highest of the highest degrees but blindfolded. I know of a guy - a lecturer of "Jahangir Nagar University"
who is doing his PHD in "Good Governess" but if you read his comments and writings- I am sure that you will get cranky with his one sided rhetoric's! He once mentioned about one of the prime ministers of Bangladesh who in his view have never committed any "SINS". How shambolic! But remember he is a PHD student of "Good Governess"

5. When I see the so called intellectuals even our Prime Minister highlighting Bangladesh and Fundamentalism in the western world to get added advantage- I feel deeply saddened and furious! Don't get me wrong! There is no doubt that the previous government did promote the "Fundamentalists" in some ways! But even though I don't see the point of highlighting this "Untrue" issue in the western world! What purpose does this serve? Whose purpose does this serve?

6. We can shout about "Democracy" but think about the maids in our houses! The way we torture them! Think about the discrimination between our class of people! The way we treat them! The way we kick them! The way we slap them! We have to go a long way before we can do more for our democracy.

 

Finally

7. It's easier to write "Commentaries" and lot more and blaming others; however each and everyone of us is responsible for "today's Bangladesh", it's misery and its plight! I don't know about you all; how much you have done or contributed towards your country- but I am sure that I am guilty as well. I specially hate those people who are enjoying the "Western facilities" being stationed in a Western country however they criticize every single aspect of their country while not living in Bangladesh. Do they have that right to highlight those points without facing those?

8. Lets not fight over all these issues. We will have difference of opinions but let's respect each other. "The soldiers that we have lost are soldiers of this soil"- Let's salute them and pray for their departed souls. Lets pray for our country so that it can go through all these transitional periods and stabilize. At least we can do one thing, criticizing "us" before criticizing "others".

[ Noakhali Online Group ] I am looking for ur kind attension!!

Dear Group Members,
Onething is clear, if we get any option to open our bad face, we do maximum!! We try to use our power to kill our evil wishes. I am sufferfer in many cases but, I am not disappionted. I belive, newly appionted govt. officers are going to overcome the limitation which were practised by previous officer. Now a days, during student life they are passing time with officers of multinational company, before their joining in govt service they are learning organizational behaviour, business automation, optimization & overall corporate manner. I saw few govt. emolpyee they are very keen to become efficiant, though they are not motivated like me because, I am drawing 5 times better remunaration. Our officers are learning how to achieve honor rather then thinking by default they are honord since they are govt officer. I configured Fix-firewall device at planning comission, on that time I found govt engineers were willing to learn detail. Five years back I didn't see such a good thing. Mr. Sumit, I know u r disappioned. But it is our duty to teahch our genaration. We should teach them so that they dont grabbed by bad envirnment, so that the can creat good environment.
Dear govt. officers, I know u are also disappinted. Your valuable service can make our life very comfortable. We can keep our valuable emotion for our country.

[ Noakhali Online Group ] Message



A boy was born to a couple after eleven years of marriage. They were a loving couple and the boy was the gem of their eyes. When the boy was around two years old, one morning the husband saw a medicine bottle open. He was late for office so he asked his wife to cap the bottle and keep it in the cupboard. His wife, preoccupied in the kitchen totally forgot the matter.  

The boy saw the bottle and playfully went to the bottle fascinated by its color and drank it all. It happened to be a poisonous medicine meant for adults in small dosages. When the child collapsed the mother hurried him to the hospital, where he died. The mother was stunned. She was terrified how to face her husband.  


When the distraught father came to the hospital and saw the dead child, he looked at his wife and uttered just five words.



QUESTIONS

ANSWER :

The husband just said  "I am with you Darling"


The husband's totally unexpected reaction is a proactive behavior.
The child is dead. He can never be brought back to life. There is no point in finding fault with the mother.
Besides, if only he had taken time to keep the bottle away, this would not have happened.
No one is to be blamed. She had also lost her only child. What she needed at that moment was consolation and sympathy from the husband. That is what he gave her.  


If everyone can look at life with this kind of perspective, there would be much fewer problems in the world. "

Take off all your envies, jealousies,unforgiv eness, selfishness, and fears
. And you will find things are actually not as difficult as you
Think.


MORAL OF THE STORY

This story is really worth reading. .....

Sometimes we spend time in asking who is responsible or whom to blame, whether in a relationship, in a job or with the people we know. By this way we miss out something.
