潘基文先生并国际刑事法院及各缔约国：
在这里，我要向全人类通报的是：某研究所的那五个人还在继续非法使用那台与我的脑神经无线连接着的机器，非法跟踪和监视我的思想和行动，对我搞非人的人格凌辱和折磨摧残，肆无忌弹地侵犯我的人权。他们不爱国，他们不爱人类，他们甚至连自己也不爱。他们是人却非人类，他们是一股真正的反人类势力，是一帮亡命之徒。
自从三十年前我诉诸法律。三十年来，本土司法没有说无能力办此案，他们不自认无能；本土司法没有说因畏惧权势而不办此案，他们不自认畏惧权势。他们的仕途升迁或许是纂在权势手里，但他们拿的是纳税人给的钱。三十年未办此案却是事实。
生活在自由世界和法治社会的人们不知道权势有多可怕。常任理事国的不可竞选性、不可变更性，更使这种权势威胁着全人类。
对于这股反人类势力，三十年的血海深仇，我恨不得用"敌鼠强"把他们毒死。三十年来，他们背后的权势，有能力包庇那种权势的权势，却一直把这案包庇着，任凭他们胡作非为。反人类势力与权势的混合，以及他们对人类和生命的蔑视，又有谁能保证人类中的我，人类中的你，人类中的他，不会遭受他们的迫害和非人的苦难呢。
在全人类面前，我以受害人的名义，希望国际舆论，塔斯社、美联社、路透社、法新社、安莎社等国际通讯社，世界报、自由报、真理报等国际报刊杂志，联合国人权委员会、国际自由组织、国际法协会等国际组织，对这股反人类势力及其他们的包庇者提出义正词严的遣责，抨击他们公然蔑视联合国宪章、蔑视世界人权宣言、蔑视国际公约的荒谬行为；遣责他们对法律的蔑视、对人的蔑视、对人权的蔑视、对生命的蔑视。在人类社会中，不管什么人，都应该对自己的所作所为负责，对历史负责，对自己的所作所为承担责任，对自己的过错承担惩罚，这才叫做公平。
