My intuition of sending this e-mail to you is to raise my voice against LabAid Cardiac Hospital and provide a real picture about LabAid, so that the LabAid hospital change their attitude with their future customers.
 
Please read the attached news paper article which was published on The Daily Janakantha on 19 Dec, 2007, also, please see the actual condition of my father while he was under treatment at LabAid Cardiac Hospital:

The person that you are watching on this video is not in this world anymore! He died on 11 Nov, 2007 at LabAid Cardiac Hospital, Dhaka, Bangladesh while treating under Prof.(Dr.) Baren Chakrabarti, Prof. (Dr.) M. Matiur Rahman (who is actually not a professor, but using this fancy title) and Prof. (Dr.) Ali Hossain (the best doctors in our country with some fancy fake title.!!!).

We trusted the fancy ads of LabAid, also trusted the fancy titled doctors and nurses. But look at the real picture of LabAid's CCU Bed No. 8. After the surgery they left my father on the bed without any proper attention. The LabAid doctors are so busy to catch another new CCU patient, which they forget about stitching the surgery area of the current patient. Look at the blood all over the bed! Look at.. how clean LabAid's CCU unit is!

I raised my voice when I saw the real picture of LabAid. For raising my voice I got slapped on my face in front of the all the people by the LabAid G.M. Mr. Imran Chowdhury.

I am sure LabAid doctors who were involve with my father's treatment has got a good amount of share from the bill, but can they really tell that the hospital/or even the doctor's has done a proper treatment for that helpless guy Mr. A. K. M. Fazlul Haq (my father)? He was just lying on the CCU Bed No. 8 helplessly for 15 days and expecting his sons, also the doctors will take care of him properly. We have done our part from the bottom of our heart; we were ready to spend all of our savings and everything to get a proper treatment for our father, because he is our father who took care of us properly. But Mr. or Ms. Lab Aid administrators....Have you guys taken care of my father properly? I am sure you did not, because I am the one who is one of your victims. How come a person who didn't even have any heart surgery or any type of major surgery, but got a bill for 5 and Half lac taka (BD Tk. 5,00, 000.00, AU$8,155.00, US$7,288.00)???

Dr. Lutfor Rahman (Head of LabAid's Cardiac Hospital) (I am pointing you because you are the golden son of our country), do you guys still wanna claim that Heart Surgery is cheaper in Bangladesh now? On 11 Nov, 2007 when my auntie (Ms. Sharmin Naaz, Assitt. Commissioner of Taxes, Bangladesh Govt.) went to see with you regarding my father's bill that time you mentioned about your contribution in Bangladesh. You were also talking about you can make 1 lac take in a matter of second. Well, done Dr. Lutfor Rahman...Well done! We're really proud of your contribution (?) to our country! Here is one of your biggest contributions to our country's medical history which was published on the Daily Janakantha on 19 Dec, 2007 -- ("Lab Aid has become a human killing machine" The Daily Janakantha, 19 Dec, 2007")

Life is very interesting Dr. Lutfor Rahman! When we lost our love ones then we feel for it, but then we forget about it. Instead of forgetting about my father's death, I want to raise my voice against LabAid Cardiac Hospital and request all of you to "STOP GOING TO THE LabAID for any heart treatment" and wanna make those doctors to understand that they should not play with any humans life, because no matter how powerful or rich they could be, they will never be able to give a life back to a dead man's life! So, STOP f..ing around with a human life, OKAI Dr. Lutfor Rahman, Prof (Dr.) Baren Chakraborty, also the others who are involve in this human killing business!

The LabAid hospital needs to know a little bit about the power of Internet in disseminating information. I will request to all of you also do the same (when forwarding the article, send CC or copies to the lab-aid related addresses, so that the LabAid individuals feel a little shame every time they receive a copy of this email).

1. Even Russia is now getting Foreign Workers, who enter illegally without any visa but mostly they are Chinese. About 150,000 Chinese in 2007 but they were just half of total Foreign Workers. (Average Russian earns $ 1,000 a month but Medical Treatment is free, Education up to Ph. D. Level is free, Housing is free or subsidized by the govt., elaborate modern Transportation system is subsidized by govt., Electric, Gas and Water Bills is low and besides all this Russia is 4th in the list of the countries that this world owes money to after Japan, China and Germany). Hardly any Pakistanis are going to Russia looking for a job presently. Learning Russian before going there is very important though they teach in their Colleges in English also. Tens of thousands of Indians have been graduated from from their Medical to Space Technology Universities in last 3 decades.
 
2. Canadian Parliament wants more and more Immigrants and Canada keeps failing to fill the quota every year because not enough apply for Immigration or fail to qualify. (Canadian Per Capita Income is higher than USA but Pakistanis and others don't know this. In Canada, you don't go broke like in USA if you get ill by some serious disease that requires operation etc becuase Canada has Socialized Medicine Program in place for who can not afford). You can get Immigration Application from Canadian Embassy and learn, how best to qualify for Immigration. It gives you extra consideratiion if you learn French Language, aren't too old and have a skill that is needed in Canada. After compiling all the documents and submitting the application it takes 2 years to get Canadian Immigration even if you have a wife and children. Your children would qualify for free schooling because its free in Canada.
 
3. Getting a Visitor Visa to UAE costs money (in Pakistan about Rs. 20,000) and when you reach there and establish a job promise, you have to come back to Bangladesh to re-apply for 2 year Temporarily Immigration Permit. Normally in Job offers that ordinary illiterate person or even in most cases even a College graduate gets are around more than twice or thrice the Skilled Labor makes in Bangladesh. There's no problem with getting job offers in this country. Though there are too many Punjabis in UAE, they do not beat-up Bangladeshis and Bangla get together and share their government-provided Air-conditioned flats with each other. Urdu Speaking Paksitanis or Mohajirs are 2nd largest there and they love Bangla or have no prejudice against them because they think, Bangla were victims of Punjabis as they have been in Pakistan.
 
4. Getting a Visitor Visa to any EU Countries is very hard just like getting visa of USA. Brunie, Japan etc. They want to know, how much Income Tax you paid, how much property you own etc and issue Visas to people, who they think, would not stay seeking Immigration. Only Royalties or super rich get their Visitor Visas. People try to land in these countries by other strange means.
 
5. Entering in EU countries is risky business but its happening everyday and thousands are making it everyday. Some even die because of recklessness of the Smugglers, who don't give a damn about their lives after they have gotten the money. Though nobody is shooting them for swimming to their shores, a lot of people die before swimming ashore. The Smugglers pick you up in Turkey, some part of former Yugoslavia, Albania or from some country of North Africa.
 
6. Greece, an almost Communist country keeps granting legalization of Illegal Immigrants. Standard of Living of Greece is not that bad. You are already in God's Paradise there compared to your life in Bangladesh. When you try to learn Greek Language you find that some of Greek Words mean the same or almost same as in your language somehow though those words are part of ancient Bangla or had creeped in to Bangla from Urdu or Hindi. The Problem or good news is, that once upon a time or around 4500 B.C. we spoke Aryan Language with regional accents from Greece to Bangladesh.
 
7.  Italy is a Socialist Country and permits Immigrants but not as much as Greeks do. Learning Italian is essential or you are doomed.
 
8.  Southern France has mixed population of people of ancient north Africans, who were later described as Arabs and some real later Arabs. You find a lot more people there with Black Hair than in northern Italy. Its hard to land there illegally thru smugglers but if you have somehow, its not so easy to get yourself legalized for having a job unless you are applying for Political Asylum.
 
9.  From Morroco its not far enough to float in to a shore of Spain but the same problem. They don't want you and Standard of Livinig there is not that great compared to rest of the Europe.
 
10. British Navy makes sure of it that Human Smugglers do not succeed in dropping-off anybody at a British Shore. U.K. arrests hundreds of people on fake visas on her airports than on her shores.
 
11. Mexico used to issue Visas to anybody in the old days but she has stopped doing that because of USA's orders to not grant visas to people of poor countries unless sure that they would not be later crossing US-Mexican Border.
 
12. Since Mexico doesn't issue Tourist Visas to non-rich of poor countries, they get visa to Dominican Repbulic in Carribean or some country of West Indies. There are Americans, who would fly them to USA for a good amount of money from there to USA or Smugglers would sail them to Mexico so they could enter USA like all Mexicans do from US-Mexican Border.
 
13. In 2006, more than 1300 Non Mexicans were arrested by the Border Petrol of USA, which is just 1/10th of number of people, who got through illegally since US Border Petrol doesn't have enough Man Power thanks to Capitalist running USA.
 
14. Off 1300 caught by US Immigration Petrol, half were Pakistanis. Not one Bangladeshi, which explains, who backwards are Bangle on how to Emigrate to USA. If there was an Nobel Prize for one of the poorest countries of the world on this, Bangladesh would have won it hands down because information network for our poor Bangla is doesn't provide much info.
 
15. If you go to Singapore (with same Standrd of Living as Europeans) on Tourrist Visa, there are not much restrictions and if you hang-out on out-posts from where the Emergency Manual Labor are sought from by factories, you could be hired for good and may qualify for Singapore Nationality later but how many Bangla know this?
 
16. Pakistanis have been in Malayasia for last 2 decades becuse they could send money to to their parents or their wives after finding a job there. How many Bangla have done the same?
 
17. Australia has an Immigratation Policy similar to that of Canada and Pakistanis have taken advantage of that for more than last 2 decades. How many Bangla have done the same?  
 
18. You can find Pakistanis even in Panama, Argentina and so many other countries that you don't know if even countries with such names exist in the world. Is there any Bangla in such countries?

It would help increase the investment environment in Bangladesh. It will create an incentive for the business houses to implement good corporate governance
 
 
"SEC becomes financially self-reliant for first time"  - it was a headline of a news item in todays newspapers. A good news.
 
SEC should consider to introduce something similar to Corporate Governance Quotient (see below for details) to ensure that market is benefited from an increasing governance structure. It can consider inviting the RiskMetrics Group to implement this CGQ. SEC can also include AIMS, BEI and other market players in implementing this.
 
We are adding few more news item following this article which highlights the same issue.

Corporate Governance Quotient (CGQ®), a corporate governance rating system provided by Institutional Shareholder Services (ISS) on over 8,000 companies worldwide, evaluates the strengths, deficiencies, and risks of a company's corporate governance practices and board of directors.

CGQ uses a comprehensive set of objectives and consistently applied criteria for each of the companies rated. The database features corporate governance rankings on more than 8,000 companies worldwide, and includes underlying data points for up to 63 corporate governance variables, categorized under four areas of focus: 1) board of directors, 2) audit, 3) anti-takeover provisions, 4) executive and director compensation. Some of the variables are reviewed together under the premise that corporate governance is enhanced when selected combinations of these variables are adopted. To facilitate analytical comparison, each company is scored individually, relative to its market index and its industry group.

The data provided in CGQ is derived primarily from public disclosure documents, press releases and corporate websites. It then goes through a rigorous verification process by ISS' senior corporate governance analysts and is put in to the CGQ database.

Two CGQ ratings are generated on each company. Each company's CGQ is compared with other companies in the same index and industry group.

All scores are relative (percentile basis):

  • CGQ Index Score: Compare to relevant market index including: S&P 500, Mid-Cap 400, Small-Cap 600, Russell 3000, ISS Small-Cap, S&P/TSX
  • CGQ Industry Score: Compare to industry peer group using 24 Standard S&P "GICS" groups

SEC becomes financially self-reliant for first time

The Securities and Exchange Commission (SEC) has become financially self-dependent for the first time, thanks to fee imposed on beneficiary owners (BO) account.

During the first six months [July-December] of the current fiscal year, the stock market regulator has already generated Tk 7 crore in income that is Tk 1.5 crore higher than the budget allocation from the government for the fiscal year 2007-08.

The total budget allocation for this fiscal has been fixed at Tk 5.5 crore by the government.

"Since our journey in 1993, we have a vision of becoming financially self-reliant and now we achieve the target," said Farhad Ahmed, executive director of SEC.

"We do not want to be a burden on the government exchequer," he said.

The commission is already using its revenue for its yearly expenditure and taking only the required amount from the government, he said.

Of the Tk 7 crore income, Tk 5 crore was received from BO account fee, which was imposed by the SEC in August last year. The SEC introduce the annual maintenance fee of Tk 300 on each BO account in a bid to stop fake or shadow BO accounts by using other person's information.

Of the Tk 300, the SEC gets Tk 50,while a depository participant get Tk 100 and Central Depository Bangladesh Ltd Tk 150.

BO account is like a bank account, where customer will deposit their scripless securities. While bank account contains money, BO account contains securities, or shares.

The rest Tk 2 crore was received from other income generating sources including initial public offering (IPO) consent fees, registration fees and penalties.

The increased revenue indicates that the SEC does not need to depend on government's budgetary allocation.

In 2004-05, the total expenditure was Tk 3.16 crore of which 56.18 percent was used from the commission's revenue, he said, adding that in 2005-06, of the total expenditure of Tk 4 crore, Tk 3.17 crore, or 78.27 percent, was used from the SEC's revenue.

In 2006-07, the commission's total expenditure was Tk 4.17 crore and of the amount Tk 3.36 crore was used from its revenue fund, he said.

 

BEI seminar on corporate governance

A seminar on corporate governance for board members and management of financial institutions was held at Bangladesh Enterprise Institute (BEI) in Dhaka yesterday.

Murshid Kuli Khan, deputy governor of Bangladesh Bank, inaugurated the seminar as chief guest, while Farooq Sobhan, president of BEI, presided over the meeting, says a press release.

"Bad governance practices will weaken the financial system's ability to lower the risk of financial fraud," Khan said.

YRK Reddi and Padma Kumar from India were resource persons at the seminar.

Lack of adequate incentives is an obstacle to wider application of corporate governance in the country, Finance and Planning Adviser Mirza Azizul Islam said yesterday.

However, the Bangladesh Bank (BB) and other regulators are making efforts to encourage the practice here, added the adviser.

His comments came at the inaugural function of Corporate Governance Week 2008, organised by the Bangladesh Enterprise Institute (BEI), in Dhaka.

Entrepreneurs are reluctant to practise corporate governance now since it involves costs for implementation, but the practice will definitely benefit corporate bodies in the long run, Azizul said without elaborating.

Bangladesh Bank Governor Salehuddin Ahmed said the BB has taken initiatives to ensure corporate governance practices in banking and financial sectors.

"We have made credit rating mandatory for all banks," he added.

Micro-credit Regulatory Authority (MRA) is going to frame a set of norms for micro-finance institutions to ensure governance practices, said the BB governor, who is also the chairman of the MRA.

Faruq Ahmad Siddiqi, chairman of the Securities and Exchange Commission that has introduced corporate governance guidelines for listed companies, said the SEC is getting good responses from companies.

Faruq Ahmad also said the practice of corporate governance is relatively a new phenomenon in Bangladesh where corporate entities are dominated mostly by family ownerships.

Farooq Sobhan, president of BEI, said the BEI has initiated a project with the support of the Netherlands embassy in Dhaka to raise awareness and set standards of corporate governance in Bangladesh.

The theme of the corporate governance week is 'Corporate Governance for Growth, Development and Sustainability' .
